Automatic Voting Delegation for OGV Staking
Currently users must take a seperate step to delegate OGV to themselves in order to vote, and this must be done before a vote begins. This suprises many users who expect to be able to vote if they have veOGV.
This contract change will automaticly delegate a user's own votes to themselves the first or next time they stake or extend.
