To add to what scottrepreneur said, at Nouns Builder it is possible to combine multiple transactions, satisfying the possibility to both have upfront and milestone funding on the same proposal. Though, wether this can be mimicked for nouns is TBD.
Regarding the full on-chain option, I agree with scottrepreneur, but we have experience setting such up using EAS.
