Shouldn't this proposal be initiated by the Nouncil address?
BTW, I hope someone can explain how Nouncil works, as the discussion process for proposals within Nouncil seems somewhat mysterious. I tried joining Nouncil's Discord, but it appears that I can't see discussions of past proposals. A more open proposal discussion process would be helpful for the community.
If people are considering delegating their Nouns to Nouncil, it would be more convincing if people could see historical governance reports from Nouncil in advance.
