If the goal is to minimize the damage done to the small user, it will be difficult. Paying out isn't really feasible nor is validating each beggar.
Just a word from many of the protocols that are impacted. We will survive at Swivel but many will not and many normal folks will be jobless as a result. Good luck choosing the "right" path. The easiest is a direct return of funds to the team under a conditional distribution.
