Add a public function that lets holders burn a fixed, immutable amount of CMD to permanently inscribe a short commandment on-chain (max 64 bytes). Track total inscriptions, author, timestamp, and burn amount, and emit a `CommandmentInscribed` event. Do not change transfer behavior. No owner privileges, no minting, no pausing, no whitelist, no blacklist, and no adjustable parameters.
