While this incident involved a vulnerability, the exploit was executed with clear malicious intent resulting in the creation of unbacked assets and potential secondary market impact.
In order to expedite resolution and minimize further damage, Resolv is prepared to make the following proposal:
Proposed Terms
" Return 90% of the converted funds (~$25M in ETH) to the designated recovery address
" You may retain the remaining 10% as a settlement incentive
" Cease all further activity involving the exploited funds, transfer all remaining USR under your control to the same address
" Deadline: 72 hours from the publication of this notice
Failure to comply within the stated timeframe will result in escalation, including but not limited to:
" Coordination with centralized exchanges, bridges, and infrastructure providers to restrict or freeze assets
" Public disclosure of addresses, transaction traces, and associated entities
" Engagement with blockchain analytics firms and law enforcement
" Legal action to pursue recovery and damages
