Allow any wallet to call a function that generates a unique on-chain referral code tied to their address. When another wallet executes a buy and includes a valid referral code in the transaction data, send 0.1% of that transaction's value from the fee pool to the referrer's wallet. Each referral code can only be used by wallets that have never previously bought the token.
