# Oversight in the Hands of the Community ⌐◨-◨
TLDR:
Right now, a few outweigh hundreds...
And worse...the oversight power is not tied to, nor aligned with the broader community.
This proposal would put that responsibility in the hands of the Nouncil so decisions reflect the larger community and active participants, not a concentrated few.
We have now seen that ten (or fewer) can decide over hundreds. There is a gap in this system. And sadly, those with the oversight authority, who are not obligated (?) to engage with the broader community, have stepped aside and...decisions have played out without coordinated or shared input. ..that does not represent the voice of the community. ⌐◨-◨
A broader, more active Nouncil...made up of participants who consistently show up, vote, and contribute...provides a more accountable and representative layer to hold this movement together.
Motivation:
Nouns DAO has always been about participation and proliferation. People show up, vote, discuss, build and help shape the direction of the DAO.
But right now, there’s a mismatch.
A small group holds meaningful power without taking part in the rest. Not even showing up in any channels. A secretive cabal of sorts with intentions unknown.
And another few, with possibly more power, who have chosen to throw their hands in the air.
This should not be happening!
Recent events made something clear:
A small number of votes can drive outcomes affecting hundreds
Oversight authority exists...but is not required to engage with the broader community, and to the outside looks like they've given up.
There’s no structured expectation for coordination, signaling, or input in critical moments like we've witnessed.
There's a great gap between:
who has the power
and who is actually participating
This proposal is about closing that gap.
The future of Nouns should be guided by the many who show up...not decided by the few with concentrated power who do contribute.
The Nouncil, made up of dozens of members...each voted in and participating in governance, is far more representative of the DAO than a small, few. It reflects the structure on which Nouns is built upon: broad participation and shared decisions shaped by those actively involved not a few with takeover intentions unknown.
PROPOSAL:
This proposal restructures DUNA-related oversight authority by transferring veto and intervention capabilities from a small, concentrated group to a Nouncil-governed mechanism that is more representative of the DAO.
Specifically, this proposal establishes the Nouncil as the primary oversight body for any actions requiring DUNA-level intervention pertaining to veto power on Nouns DAO proposals.
Veto or intervention authority will be exercised through a formal Nouncil vote, rather than a small group or fixed set of signers.
All existing veto or intervention authority tied to DUNA structures will be reassigned to the Nouncol...go get the legal docs ready.
To ensure transparency and consistency in how this authority is used, a defined intervention window will be introduced for any action eligible for oversight.
This ensures that:
intervention is intentional
inaction is visible
decisions are not made in isolation
This structure does not remove oversight...it distributes it.
By placing this responsibility in the hands of a broader, elected, and actively participating group, the DAO strengthens alignment between governance power and community participation.
The Nouncil...composed of members voted in and actively engaged...provides a more accountable and representative foundation for this authority than a small, fixed set of actors.
Closing thoughts:
The specifics of implementation...especially around DUNA and legal structure...will likely require further discussion and refinement. That’s expected. This proposal is meant to start that conversation and move it forward.
Whether or not this reaches an onchain vote, probably not, the goal here is simple: to surface a real concern that many in the community are already thinking about but haven’t formalized.
There’s been a clear gap between where authority sits and where participation happens. This proposal puts that into words and offers a direction for how it could evolve.... Hopefully!
