Items discovered during design can often increase the cost of the project and delay schedule. It's very rare to have a detailed construction budget at the beginning of a project before design that remains valid. Having it split into phases will protect you and the DAO (highly recommend)

I've encountered the situation frequently where Non-Civil engineers are quick to take on Civil design tasks because they appear “easy” and make costly mistakes.

> 1.) What I meant by phases is that you would revise the prop so it only covered design+permitting. Once the final design is in hand with all permits and a cost estimate is done, you would submit another prop for the funds needed for construction. Again, I highly recommend this.

> Theres a lot of variables in building and site construction that can't always be seen at the beginning of the project. IMO, Funding this in 2 props, one for design+permitting, and the second for construction should be the route forward. This is a very common practice with good reason. I'm open to helping you draft the design+permitting prop/scope.
