The OP transaction you found (https://optimistic.etherscan.io/tx/0x24393da8596d34210e7755c65007028a26d498c23e4d16e23bd301bbefe54425) was made by BottoDAO to a list of its active voters sending them a small amount of ETH in order for them to pay gas fees in entering a curation competition we hosted onchain via jokerace (https://www.jokerace.io/contest/optimism/0x7700c980f413006C2CDFbDD465afC64c64f673D3)
