Unfortunately, that was a miscalculation. The Shaman role as defined in DAOhaus v3 does not support the necessary direct DeFi interactions with AAVE. As a result, we need this alternative Safe-based approach to promptly execute the transaction. The previously appointed Shaman role will expire on its originally specified date.\n\n### Why do we need a dedicated Treasury Safe?\n\n**Governance timing constraint:** Every FreeOpsDAO proposal faces a mandatory 3-day timelock between vote passage and on-chain execution.\n\n**Problem:** AAVE’s interest rates, liquidity, and collateral factors can change hourly. Debt positions using debt tokens are non-transferable, and waiting three days to unwind or manage positions risks failed or financially damaging transactions.\n\n**Solution:** Establishing a dedicated, narrowly scoped Gnosis Safe with a temporary single-signer operator enables immediate response to dynamic market conditions. The operator can be voted in or out by DAO proposals, allowing swift yet transparent and controlled execution of DeFi operations. The Safe's attachment to the DAO ensures the DAO maintains the ability to claw back funds through governance proposals.\n\n### Details\n\n**Dedicated Treasury Safe Address:**\n0x791bb15ab7B4E4021273BB57385Dd51d0E7Df50C\n\n**Initial Safe Operator Signer:**\n0xaA1587c70498fC2E24309D144B525df215da10E5\n\n**Authorized Initial Actions:**\n\n* Receive transfer of the DAO’s full holding of 3.7135 stETH from the main treasury.\n* Wrap received stETH into wstETH.\n* Deposit the full wstETH as collateral into AAVE.\n* Borrow the maximum available USDT against this collateral (expected to be below the invoice total of \\$11,880).\n* Transfer borrowed USDT directly to Blocshop’s designated address.\n\n**Hard Limits:**\n\n* May only perform initial AAVE borrowing transaction as described.\n* Must interact only with AAVE v3 main-net markets.\n\n**Duration of Temporary Signer:**\nOperator signer role will remain active until the DeFi position is fully unwound and funds are safely returned to DAO control. Following that, the DAO module will manage ongoing Safe operations.\n\n### Justification\n\n* **Outstanding Obligation:** Blocshop is owed \\$11,880 for final Quasar development work.
