I have a better idea than locking everything forever. Return those assets to whoever store them there or lottery it. Don't worry if this plan is not feasible, I know someone who is not North Korean and is willing to accept donation, so it won't be used to fund Kim's meal plan and nuke, it will go to college admins' pocket instead.
