This setting determines the percent of members that must vote on a proposal in order for the results to be valid. The current setting (90%) will continue to fail all proposals that don’t receive at least 77 votes, regardless of the outcome of the vote. This proposal is to adjust this setting to 69%, matching the number of “in favor” votes that are required in order to pass a proposal.
NOTE: This does not change the requirement that everyone participates and votes on every proposal. We will remove you from the DAO if you are consistently failing to vote. This is a non-negotiable regulatory and liability concern, but we want to prevent laziness / disinterest / external obligations of a few to ruin the ability for the group to make decisions.
