@mikegood.eth @bixbite.eth - thanks for your feedback! Seems like you have opposing views around whether or not retrofunding for IRL events should be confined to nouners. There's some nuance here I should explain.
The idea is that anyone can get funded for running a nounish event (even if you don't have a Noun), but only those with nouns can submit events for retrofunding. This would hopefully align incentives: hosts are encouraged to hold nounish events and nouners decide whether or not evens are nounish enough to warrant retrofunding.
@bixbite.eth re: onboarding new people, the mechanism described above creates an incentive for new people to get involved in the community. That's how it's worked in the last year, anyway. People come for the retrofunding and stay for the friends they meet. Personally I think it'll work even better for Nouns than Black Flag because Nouns has a lot more projects that are going on. I saw this happen at an event this week when we had two nouners come by and show off their projects - the newbies in the room were floored and wanted to know more about Nouns.
@mikegood.eth - re: rules on getting the funds back, rather than outline a comprehensive set of rules, we instead have 2 trusted nouners on the multisig (willywonka and indexcard) who can pull the funds back any time they want. This again is meant to align incentives - Black Flag is incentivized to make this work for the Nouns community because if we don't, the two multisigners can take the funds back without any further need for consensus. Willy and Indexcard could ask for a nounish sign up form, for instance, if they thought it would make the initiative run more smoothly.
