Using Governance Supply as the basis for quorum improves accuracy and prevents treasury-controlled tokens from distorting governance. While the temporary use of a 4-of-7 multisig to calculate and classify supply introduces some centralized elements, it is limited in scope and time-bound, with a clear path toward full on-chain automation.
