Klim is not the best at accounting, he's not the best at organizing this thoughts, but he is one of the best proliferators for Nouns that I've met.
One of my first times talking to Klim, I asked him how he keeps such a large quantity of noggles available for people as hundreds of boxes of product costs a lot of money to store. He told me that he was taking the cost of it from his own pocket as Nouns had funded the development of these noggles, but did not distribute at the same speed that the nouns community had pushed for during the proposal. He said it sucked he was taking it out of his own pocket (even offering them for free + shipping to members this year to try and reduce stock) but was willing to do it so that they could keep being available for others.
We love having noggles at events and I think that the retro for the warehousing makes complete sense. I think that treasury nouns (if and when given out) should always go to people who have proven their commitment to the nouns community.
I won't speak on the other $60,000 in this request with my bias, but I would suggest thinking of this prop as "Did we like Klim the last two years? Would we want him to continue to do this for another two years at around $30,000 of cost"
