I like the idea of prop house as a way to distribute nouns themselves. The concerns I have are around the 2 payments - I am somewhat against the idea of packaging of different expenses together, since it means the voters have to accept or reject the whole basket. In this case, I think a separate compensation prop and a scouter prop could be merited, but should not be bundled in this one. For that reason I am against, but would be for if separated out.
I also don't yet have a PoV on whether or not the extant abandoned Nouns should be repurposed, or if we should just burn them all and issue new Nouns as part of props like this. Not a gating factor on this vote, but something I want to think more about, or would like to hear others' PoV on.
