I think you should make the kitpas purchasable, everyone on your list is probably willing to buy a set. You could establish social/content channels to tell the stories via short form content (not a documentary).
Overall, I find the budget to be excessive. While I may be understating the importance of the "official instructor" role, that specific component of the proposal feels overly bureaucratic, and I'm not comfortable allocating funds toward it.
