that's not a true democracy. you can't reflect for/against preferences, so it won’t work as you picture it. we would have another whale with a centralized committee that could dictate the outcome of every proposal, and we wouldn't be able to revoke delegation ever.
a better use of those Nouns is either:
- burn them; or
- distribute all 572 Nouns sitting in the treasury
