The transaction will succeed only during Noun O'Clock. The proposal just needs to be submitted within a specific timeframe and executed before someone else settles the noun. If missed, it could just settle the next noun or the next... Not the most novel thing since its just executing a prop, but not sure how else to make it more interactive.
