I can do this with Python with minimal effort. Ethereum may be the best option due to prevalence of tooling in many different languages, but I am open to using NEM if you would like. Message size isn't too much of an issue, and as you suggest, larger messages can be split. I can provide details on cost per essage, etc once the requirements are refined. I can make wallet and account registration a non-issue by using a private gateway such as Infura.
