I can do this with Python with minimal effort. Ethereum may be the best option due to prevalence of tooling in many different languages, but I am open to using NEM if you would like. Message size isn't too much of an issue, and as you suggest, larger messages can be split. I can provide details on cost per essage, etc once the requirements are refined. I can make wallet and account registration a non-issue by using a private gateway such as Infura. I have done some of my own Solidity work, as well as contributed to the Vyper (experimental Ethereum smart contract language) codebase. Based on your statement, I would envision the script you're describing would simply make RPC calls to the wallet, which would result in your ERC20 smart contract being called to manage the deposits and withdrawls. I'd of course need more information, but orchestrating this sort of thing in a secure manner is fairly straightforward.

I'd recommend Woocommerce because it's a lot more simple than Magento. Customizing it to integrate with your third party data API for grabbing the info needed to generate the dynamic price should be very straightforward. I've built many systems that integrate with external data so there won't be any surprises. I can build you something rock solid that just works. I have the time, motivation, and experience needed to get this completed before April 1.
