I don't think the DAO has seen many (if any) detrimental effects from 20% max quorum.
Our goal should be to increase participation, not decrease required participation, even for contentious props.
I don't feel strongly about this opinion, and would be interested in seeing the effects of 15% max quorum, but if given the choice I support maintaining the status quo.
