_beforeTokenTransfer() is often found in contracts but 1) is rarely used 2) exists as a way to invoke what some may call side-effects. In this case, they used it for a nefarious purpose.
That wallet then will for the opportune moment to swap and drain nearly all of the liquidity. And after the first swap (that drain most of the ETH), the greedy swine's swapped again to lap up the slops.
