Gitcoin is launching its Citizen Grants program, split into Citizens Retro (Retroactive Funding), Citizens Innovate (Citizen Proposals) and Citizens Forward (RFPs), to foster innovation and community participation.
* The Citizens Innovate and Citizens Forward programs will be launched as a 6-month pilot project, with the Citizens Retro aspect being run as a separate initiative.
* Citizens Innovate uses GCPs – ideas from community members on actionable steps towards Gitcoin’s objectives, while Citizens Forward uses RFPs coming from internal teams with budgets for DAO-wide goals. Proposals are evaluated for alignment with Gitcoin’s intents, impact, feasibility, and sustainability.

# S20-S21 GSD Workstream Budget Request
## This is the integrated funding proposal for the GSD Workstream, requesting funding for Season 20 and S21 (1 Nov 2023 through 30 April 2024), authored by Sov.
As we have grown from the singular focus of driving funding for our Program Rounds to now driving BD for multiple product workstreams, so too does the BD function need to evolve to drive pipeline development for the whole of our product offerings (Allo, Grants Stack, Program Rounds, and Passport).
As described in the S19 Budget Amended Budget, we defined discrete goals and objectives to help build a foundation for success. As we move forward and look ahead to the S20/21 budget cycle, we would like to build the case that the function of BD is more important than ever, and, as such, we should break out this function into a new, independent workstream.
Amount
The GSD Workstream requests $396,710.94 for S20/21, excluding reserves.
The target address for transfer will be a new multisig for the GSD workstream.
Note: GSD will take 50% of the current reserves from the PGF Multisig to fund initial reserves after the formal creation of that workstream.

S18 Milestone Update
We recognize a mixed landscape of achievements and challenges as we reflect on the progress of the Public Goods Funding (PGF) Workstream during Season 18. We have made notable strides in areas such as the operation of Gitcoin Grants Program rounds and the enrichment of the BD pipeline.
We plan to refine and realign some of our objectives in the coming period to better align with areas under our span of control. This strategic recalibration will enable us to focus our efforts more effectively, ensuring that we are poised to fulfill our essential intents of Protocol Adoption, Growth, and Financial Sustainability. As such, we have centered on the following three “Top Goals” to drive our focus forward. You can find detailed information on these Top Goals on the PGF: Top Goals Notion Page. Budget Update
The S19 plan at the beginning of the budgeting cycle was $618,500, for which we had a core team of 13 across GG, BD, and Ops roles and three new hires budgeted. At the end of June, we adjusted our seasonal budget to $369,000, a reduction of 40.34%.
This amount will serve as the amended budget for PGF through Season S19 (1 Aug 2023 through 31 October 2023). As such, PGF requests $369,000 GTC* = $369,000 for S19, excluding reserves and rolled-over amounts. Below is an overview of PGF budget requests over time.

PGF Workstream is requesting 434,118 GTC = $369,000 for S19, excluding reserves and rolled over amounts. *Price of $0.85 per GTC

The goal of this project is to do a review of and to produce a report on grant programs and their impact. The data collection and analysis will seek to capture information on the desired impact of grant programs, the way that impact is measured, the nature of operations of the grant program, and the mechanisms available to those structuring grant programs. The final output of this project will be a report that will be publicly available.
