# Expanding POOL Liquidity with The DeFi Collective

Following the success of the initial grant, The DeFi Collective proposes renewed measures for PoolTogether to contribute to liquidity and enhanced community engagement. This proposal outlines a $150k POOL grant to be deployed across Base, Optimism, and PoolTogether.
As part of the measures, we are introducing the PermaLP initiative: a long-term liquidity approach where funds are permanently allocated into a dedicated multi-sig wallet (permalp.deficollective.eth). This ensures consistent, growing liquidity that remains in place indefinitely, providing stability and confidence for supported protocols.
PoolTogether will be among the first to benefit from this new initiative, with POOL liquidity integrated into PermaLPs.
The DeFi Collective is a non-profit organization, focusing on the enhancement and support of maximally decentralized DeFi protocols across various EVM chains. There is no equity, no shareholders and no profit distribution. Operations are overseen by the board members, which act on a non-salaried basis.

The DeFi Collective also operates DeFiScan, a cutting-edge research framework and analytics dashboard that provides verifiable insights into the decentralization level of EVM-based DeFi protocols. By evaluating protocols on a scale of Stage 0 to Stage 2 of decentralization, DeFiScan helps users understand and assess the maturity and risks associated with DeFi platforms.

# Scope of Work
## Motivation
The DeFi Collective’s mission is to support Genuine DeFi protocols like PoolTogether by ensuring robust liquidity, cross-chain accessibility, and community engagement. With the success of our previous grant deployment, we are motivated to further deepen POOL liquidity, enhance its utility, and contribute to the protocol’s long-term growth and sustainability.
## Goal
### The DeFi Collective’s fund request offers significant benefits to the PoolTogether ecosystem:
**Expanding Existing Pool Support**
We aim to contribute to the liquidity of the POOL/ETH pool on Velodrome (Optimism) and the POOL/LUSD pool on Aerodrome (Base). These pools are already supported by The DeFi Collective, and this proposal will enhance their capacity, improve efficiency, and attract additional participants. POOL will be transferred into the permalp.deficollective.eth wallet, a dedicated address used to ensure that support remains permanently available, reducing churn and optimizing long-term support for PoolTogether’s ecosystem.
**Expanding Community Engagement:**
A portion of the grant will be deposited into PoolTogether’s prize pools and delegated through the “Ants of the Month” program. A monthly donation that fosters community participation and rewards contributors, reinforcing PoolTogether’s reputation as a collaborative and innovative DeFi protocol.

**Milestone 1: Strategic Liquidity Expansion**

* Monthly delegation of POOL tokens to a selected “PoolChad of the Month,” fostering greater community motivation and engagement.

* **Goal**: Ensure ongoing transparency by publishing Monthly and Annual Treasury Reports on The DeFi Collective’s website, detailing key activities, governance participation, and impact.

* **Timeline**: Reports are published monthly and annually on an ongoing basis, ensuring consistent and perpetual transparency.

# PTIP-95: Add Liquidity to the Across HubPool
### Simple Summary
The PoolTogether protocol has started a meaningful rewards campaign that aims to fuel protocol growth over a long timeframe. Due to the increased POOL distribution, recent market conditions, and the appreciation in price, the bridging of POOL has drastically picked up. This has caused the Across HubPool to reach full utilization and put a temporary pause of POOL bridging on Across.
This proposal aims to solve the liquidity problem on Across by moving additional POOL into the Across POOL LP on Mainnet.
### Abstract
This proposal will increase the current protocol-owned liquidity on Across from 
90,550.5 to 290,550.5 by adding 200,000 POOL.
### Motivation
Across has played a big role in the PoolTogether ecosystem as it allows moving POOL across Ethereum L2s instantly and for cheap. The POOL token has seen a big increase in demand. People use it to stake on all chains where the protocol is deployed.
Currently bridging POOL on Across is paused due to full utilization. By topping up the liquidity we can unblock it again to allow POOL holders to frictionlessly transact across chains again. As a bonus, the treasury would currently earn 7.725% on deposited POOL

susu.club uses account abstraction( gasless smart accounts ) w/ email logins( embedded wallets ) and third party cash on & off ramps to bring SACCOs operations onchain.
Using susu.club members primarily in emerging markets, like Ghana, Kenya, South Africa, Nigeria and more can onramp USDC stablecoins with cash, and magically have it deposited into a special( 50/50 Yield/Prizes ) susu.club \<> PoolTogether USDC vault on Base

## Reflections
In the first quarter of 2024, we focused on preparing for launch. The team continued to be a daily driver of community activity and provided support and help to everyone in need. # PTIP-87 Winding down the POOL pool Snapshot
## Simple Summary
This proposal winds down the gasless voting setup of the [POOL pool Snapshot](https://snapshot.org/#/poolpool.pooltogether.eth) due to low engagement and potential future risk.
The proposal outlines specific steps to wind down the Snapshot, including removing delegation, restricting proposal creation, and removing pPOOL mentions from the PoolTogether platforms.
## Motivation
Historically the POOL pool acted as a gasless voting mechanism for POOL holders. It also dripped additional POOL rewards to depositors in the past. Both of this is not true anymore.
The POOL pool Snapshot has very low engagement and creates unnecessary processes that complicates onchain governance.
Reasons for winding it down:
- The Snapshot hasn’t reached Quorum (20%) since March 2022
- There isn’t much demand for gasless voting as gas prices are reasonable
- It creates unnecessary friction for onchain governance
- It relies on humans to execute the vote
- The POOL pool rewards have ended and are unlikely to start again
- The pool has halved in deposits since its ATH (from 1.02m down to 519k POOL)
- A vote is easy to swing: Due to technical limitations, the multi-sig must always vote with its full voting power. If 20% of circulating pPOOL votes for on a proposal, the full 100% of pPOOL votes will for.

### Rationale
The proposal was discussed througholy on Discord and later brought as [RFC to the governance forum](https://gov.pooltogether.com/t/rfc-wind-down-the-pool-pool-snapshot/2900).
The alternative to this proposal would be to fully embrace the gasless voting setup of the POOL pool, but with the mentioned dangers down the road it's likely not feasible.
Objections were made that we should not cut off voters. Since the original POOL pool implementation lots of new opportunities in community governance arised. I encourage the community to propose new governance experiments that better suit our risk-tolerance once this proposal has passed.

The community around the PoolTogether protocol needs spaces to get together and align. These spaces need to be responsibly maintained and kept safe.
The team is responsible for stewarding, instilling, and nurturing the culture and ecosystem around the protocol. We equip community members with the tools they need to enhance their experience of using PoolTogether and getting involved.

The Coordinape budget is capped at $10,000 worth of POOL per month. $400 per active circle member is being distributed per month. Any leftover funds will roll over into the next quarter.
The Executive Team should hold custody of the Delegation budget. This budget is not intended to be spent but to be used as contributor incentives and contest rewards via the PoolTogether delegation feature. A member of the Community Team will serve as a representative and provide a quarterly report on how the delegation budget has been used.
All the funds not used at the end of the quarter will be rolled over to the next quarter in case the team gets approved. If it is not, all unused funds will be returned to the PoolTogether treasury.

## Motivation
The POOL rewards for the POOL/ETH LP on Uniswap V2 will end in <2 days. Currently, the POOL/ETH LP on Uniswap V2 is emitting 150 POOL per day.
## Rationale
Without liquidity, the POOL token will become more volatile. Pending a new liquidity solution, we should continue our rewards to Uniswap V2 POOL/ETH. The liquidity providers provide a vital service to the protocol and have proven themselves long-term aligned.

### Simple Summary

### Motivation
- Rewarding long-term aligned holders staked in the pPOOL
- Further distributing the POOL token to protocol participants
- Giving additional runway to work out our tokenomics
### Overview
The POOL rewards for the V3 Ethereum POOL pool will run out in a day. Currently, the pool is emitting 200 POOL per day in the form of a POOL drip. Previously the pool has additionally been awarding a weekly prize of 200 POOL.
### Rationale
The POOL pool is one of the few incentives POOL token holders currently have. Users in the POOL pool might not just care to vote in governance, but they might also care for incentives.
Often the pPOOL represents half of the voting power brandished on any given vote. Per capita, the pPOOL sees 5:1 voters compared to on-chain. Continuing to reward these protocol participants and holders is crucial until we implement a new method of governance and vesting.
We should continue incentivizing POOL token holders to hold and vote by staking in the POOL pool. This proposal continues the POOL drip towards the POOL pool for 60 days at the current rate of 200 POOL per day (12,000 POOL total). As the weekly prize will not be continued, the proposal also removes the pool’s early exit fee.
